English as follows:

Last year, under the strong leadership of Stephen Harper, Canada welcomed the highest number of newcomers in our history, 429,649, surpassing the previous high set almost 100 years ago.

Our government wants newcomers and their families to succeed. And we want more immigrants to come to Canada. We also want newcomer families to be reunited faster and skilled workers to get here sooner. This is our priority. But it’s becoming more and more difficult thanks to the massive backlog in immigration applications inherited from previous Liberal governments. Successive Liberal governments stood by and watched the backlog balloon from 50,000 to more than 900,000 today. This means that those applying to come to Canada are waiting on average 4 to 6 years just to have their application looked at. It means that Canada is loosing out on talented immigrants who are choosing to go to other countries such as Australia where the wait time is six months, not six years.
In fact, other countries claim that their best marketing tool to attract immigrants is Canada’s long wait times. This is unacceptable. It is not fair to immigrants who want to come to our country, families here who are waiting for loved ones to join them and to the employers who want to hire skilled workers.
Last Friday the government tabled amendments to the Immigration and Refugee Protection Act. These amendments will reduce the backlog, created by the Liberal Party of Canada and result in shorter wait times for immigrants to come to Canada.

Liberals are practising cheap politics by accusing us of closing the door to immigrants. This is absolutely not true. It was the Liberals who closed the door by letting the backlog balloon. Without our actions by 2012 wait times would rise to 10 years. This is completely unacceptable.
One of the goals of this legislation is to respond to Canada’s labour market needs. It will not apply to refugees and is not intended to affect family reunification at all. We want families to be reunited and we have made it a priority. Family reunification cases are now being done 20 to 40 per cent faster than under the previous Liberal governments. We want to do even better, and so Budget 2008 invested $22 million to help reduce the wait for immigrants.
These important steps are just some of the things we are doing to help immigrants. We’ve also cut in half the head tax on new immigrants (a discriminatory tax on immigrants that the Liberal Party implemented) and invested $1.4 billion into settlement programs ? programs that help immigrants with language training and help finding a job - after the previous Liberal government had effectively frozen funding for years.

Unfortunately Stephane Dion and the Liberal Party, after opposing the head tax cut and new settlement money, are using these much needed amendments to fear monger in new Canadian communities and at the same time claim that they are the only party standing up for immigrants. But let’s look at the facts. While they were in power they allowed the backlog to skyrocket from 50,000 to over 900,000. This resulted in unjust wait times for immigrants and put Canada at a disadvantage when competing for global talent. It also caused tens of thousands of families to wait years before being reunited with their loved ones. Now the Liberals are opposing the very changes that would speed up processing and allow more immigrants to come to Canada and reunite families. I guess Stephane Dion’s preference is that people wait for years, languishing in a backlog created by his party and which they will do nothing to solve.

Our government wants more immigrants to come to Canada and to bring them here faster and that is why we are acting now to reduce the backlog and reduce wait times. We cannot afford to allow the Liberal created backlog to continue to hurt immigrants and Canada’s future prosperity.
