Fourth class power engineer is an entry level. Anyone with post-secondary engineering degree should be allowed to challenge the exam. I know couple guys with chemical or mechanical background who got their fourth class ticket by write ABSA exam directly.
Anyway with ten years inspection experience, your husband should be able to find a boiler and pressure vessel inspector job and this is a career even better than power engineer because you do not have to work on shift.

To be a NDE personnel, you will be normally required to get CGSB Level II first. NDE company barely hire person without qualification because they want you make money for them right away.

I am working in calgary now. But I know that if you work in Fort Mc, your employer will give your $4000/month tax free living allowance for first two years. Plusing your regular salary, money is definitely good over there although it is very cold in winter.
