S2补料信有关退款问题

才发现我的S2补料信中有关退款的说明可能不太一样：
Should you wish to withdraw your application, please inform us by either e-mail or fax. As sending this Document Request message constitutes the commencement of the assessment of your application there are no processing fee refunds.
而另一个TX的S2补料信中这这样说的：
[FONT='Arial','sans-serif']If you are no longer interested in immigrating to Canada and you wish to withdraw your application, please inform us by either e-mail or fax. We will then contact you to make arrangements to return your full processing fee.
大家都是什么样的啊？[/FONT]

后一种说法觉得像是传说中的劝退信，在补料之前的。这个是可以退款的。

我引用的第二种说法是一个TX的补料信，不是劝退信

不是的，我是91新政，我的补料信就是你说的后一种说法。

按我的补料信所说就是不能退了，按第二个说法应该能退，为什么会有两种不同的待遇呢？

两个补料信都是递北京的，91新政，而且时间、进程都差不多
