As the applicant, my obligation is only waiting for the arrvial of the mail. If the mail is lost, that means the Consulate has not completed its duty and should keep it up. If they say, hey, it's your fault. Why don't trace the mail like a detective? Since you didn't do this, you are blame to the loss of your vias.
