Some parts of statement you borrowed from Richard YBW and 气宇轩昂 are not very polite. Politeness and courtesy are very important in communications between western people.

Mistreating someone is a very serious charge to a person in any country and should not be used on "the Honorable immigration Minister" or the consequence of his policy unless you want to provoke him. The immigration policy was not a "hasty decision" from those conservatives' point of view, it was them who made the decision.

There also are some words which were translated directly from Chinese words by a dictionary, I suppose. I think they are not suitable in this situation.

Hope things will not go too far opposite the direction everyone here wished.

Dear Prime Minister，

I am an applicant for the Permanent Residence of Canada and writing to you in hopes of raising your concerns regarding mistreatment of those applicants who submitted their files before February 27, 2008.

Canada is a model of democracy around the world and her government’s actions are thought to be transparent, so we have been waiting for such a long time with a dream that one day we can become her citizens. Now something comes up and our dreams are shattered somewhat. Before February 27, 2008, immigration cases were thought to be processed in the order of their receipt by CIC offices, on the first come first serve basis. After February 27, 2008, those who are on the National Occupational Classification list would be given high priority in their application to Canada, which means indefinite delay in CIC processing the cases received before February 27, 2008. This really frustrates the applicants who have submitted their cases before February 27, 2008. This hasty decision is unpredictable and unacceptable. How should we be punished as a whole just because we, very unluckily, submitted our files before February 27, 2008?

We have been waiting, desperately, for a few years only to find that those who have been given precedence enjoy rocketing process speed. The CIC officiers have gone so far as to shelve our files and turn a blind eye to them! No one releases any information about when the CIC officers will begin processing our cases or how long we will have to wait to see some progress in our cases.

Dear Prime Minister, we are wondering if something can be done to improve current situation to make sure a fair play? Can the CIC officiers rectify their act by at least paralling both cases received before and after February 2008 rather than only paying attention to the other?

我只知道在上海，指定时间给市长区长写信是有回音的，回音内容一般就是，重视你的问题，已经转去相关部门，他们会和你联系，具体处理等等。
但再接下来是什么结果就不知道了

不要说总理，就连偶单位（事业单位）领导芝麻绿豆官的，接到对单位的投诉或意见信都是马上交给办公室就不理不过问，这是行规了

You have a point there We should have been more polite and showed more courtesy in our letter to a prime minister like him.

However, it is not the time to stand on any ceremony as you suggested. We have been hanging in the air in a polite manner for many years. We have to make our voice heard.Thank you for your suggestion, anyway.

继续发，持续的发，隔三岔五的发。

他们那个官僚但是民主的体系，如果不是到了一定的数量级，是不会引起特别的重视的。

另外，如果是公民给他们发，他们会更重视的。还有可以给各自选区的议员们发，尤其是反对党的，抨击执政党的移民政策。可能效果更好一点。

要说慢，香港应该不是最慢的，从全球来说，我们没有理由写这封信。如果要用数据比，你和谁比，是和印度比还是和美国比？即使香港最慢，比也没有意义，谁让中国人投香港的多。

第二、227政策在试行期，试行过程中有问题，大家可以反映。“政策是我定的，你们爱玩不玩”，我觉得加拿大不是这样的国家，如果是的话，我们就没必要陪它玩了。

第三、香港整体的进度慢，我们也认了，谁让我们当时投了香港。但是，下面的话也许227的同学不爱听，但我还是要说但是，一封确认信就把当时递料时候的规则给扔到了一边？因为香港案子积压多，执行227新政造成了极大的不公平，引起了我们的愤慨。所以我们要说，我们要争。

我觉得你们应该再补充强调一条------CIC撒谎！这一点是最恶心人的！他当初推出91新政的时候，白纸黑字的说了从收到简表起某某日后一定进入stage2, 结果呢，S2没进倒又推出个227，而且还一竿子直接杀到所有排队人的前面！

作为政府行为来说，就不该的就是这样的朝令夕改，不尊重申请人。

怎么说呢，老外的官方回信都是很客套的，很讲礼节，让你挑不出什么刺儿。并且通常也是及时的一般放假了出外了也自动回个邮告诉你一下。
就算是拒绝你某事，都说得很客气很客气。
比如留学申请的拒绝信，从来不会说“你条件不够，我们不录取你”什么的。都会千般感谢你申请了他们的学校，高度赞扬你的求学精神，十分抱歉地说我们学校太多人申请了，名额极其有限，其他申请者太优秀了，竞争极其激烈，所以就是不能给你OFFER，呵呵，然后还会祝你申请到如意的学校云云。客套得你心里很舒服那样。
不过至于complain信的实效性，真的很难说。不过，好歹是表达了广大移友的意愿，起到催促作用。
