they surely can. chinese education bureau has recognized some universites in other countries. if the university is one of them, then your degree will be ok in china. otherwise no. you can check that out on their website. i did that before. so i chose a university for my study in australia.
JP = justice of peace. it is the official authorised persons who can certify copies for you to prove that the copies are exactly the same as the original ones. they don't provide translation service though. JP's service is free.

i want to submit to beijing office as i am a beijingner.
i will graduate sometime late this year. then organize the police clearance and everything first. after that, time to submit the documents. it will take about 1.5 months i think.

if you are a citizen of china, you can ONLY submit to Beijing offlice or Hong Kong office.
if you are also a permanent residence of another country for more than 1 year, then you can also submit from that country.
(1) i an at the university of newcastle. i just asked the CIC office in sydney. they said i can lodge it from there. so i don't think we need to notarise the degrees in china. but if an interview is required, we have to fix the visa problem for that ourselves.
(2) you need the police clearance from new zealand for sure. maybe you can search for the information from NZ's immigration bureau website.
(3) the australia police clearance form can be downloaded online. i will tell you the web link later. AUD$36 for that and wait for 1 month. it is easy.
