该资讯报告称，2001年加拿大驻北京使馆受理技术移民个案 22,953 宗，2002年迅速下跌至 2,971 宗，2003年则仅有 1,462 宗。而其他地区的加拿大签证处技术移民申请个案也有大幅下降，尽管不如北京使馆这般严重。美国水牛城2003年的申请个案仅为2001年的44%，为 23,391 宗；印度新德里签证处两年减少七成，2003年为 13,864 宗；伦敦签证处2003年也较2001年下降了一半多。

so, at the same time, can they process the cases of 2004 or even 2005? or do people have to wait till they finish the cases of 2001 and 2002?

当然不了。现在020304年的案子都暂停了（大家都变14了）。使馆说1年内处理完01和02，应该是有根据的。也就是说，等明年这时候03年就开始处理了。这已经很快了。大家看一下数字，01年的人数是03年10倍还不止。按照我的估计，明年下半年可能会开始处理03年的，06年上半年处理04年的。

that's hard to say. however, the processing speed will be faster so it's possible your case dose not last that long.
