最近看见大家都在讨论退登陆费的事情，我也到加拿大使馆移民处看了看，确实是一件好事情，不过我看到一下几句：

If you paid the Right of Permanent Residence Fee in another country before 12:00 a.m. EDT on May 3, 2006, and you have not yet received a visa, you can request a refund from the CIC mission where you paid the fee. If you do not request a refund, you will receive one when your visa is issued.

我还没有收到签，按照以上说法，是不是发签的时候就一并退还，如果是这样的话，我还需要提出退还申请吗？
