Go to "Control Panel"-----"Regional Options"------"General", at the bottom, there shall be "Set default",----then you set your default language to "Chinese (PRC).
The answer is based on Windows 2000, but I believe Windows XP should be similar.
You might need your Windows Installation disc to finish this task.
