The Department of Education's Information Systems Services Branch is seeking the services of an IT. professional to support and participate in the development of various applications.

DUTIES: Reporting to an Application Development Team Leader,the Programmer Analyst is responsible for different phases related to the System Development lifecycle of computer systems. This includes the identification of user needs, requirement analysis, system specifications, database design, programming, preparation of test environments, writing test cases for business system testing, integration, implementation an writing user and system documentation. The successful candidate is also responsible to perform the maintenance of different sysytems and is the backup supoert persons for defferent applications.

QUALIFICATIONS: Applicants must possess a University degree in Computer Science. The equivalence of a college diploma in Computer Science of Information Systems., supplemented by a minimum of two (2) years of related experience , would be accepted. Applicants must also have experience and expertise with ASP, ASP.Net VB script, Visual Basic and Access.
Preference will be given to candidates who have experience in supporting multilingual systems; Microsoft SQL Databases, SQL Reporting Services, XML,Web Services, Object Oriented Programming (OOP), JavaScript and knowledge of Microsoft support/delivery tools. Also required is the capacity in analyzing and solving problems' understanding of informantion system principles' capability to work independently with little direct supervision; good interpersonal skills and the ability to help and work with peers and various users.

Written and spoken competence in English and French is required.

Challenge:

The Analyst ? IM Systems assists with the selection, setup, development, deployment and maintenance of the IM electronic document management system, eCIMS. The Analyst analyzes, helps design, develops, adapts, tests, maintains and documents eCIMS. The Analyst also assists in the development of the Information Structure, develops and provides training in Information Management and EDMS operations, assists and supports users with Information Management and EDMS operations, develops and maintains technical elements and provides technical expertise to proactively maintain and grow the system according to user need.
Education:

  • A Bachelor’s level degree or a community college diploma in Computer Science, information technology , MLIS or another specialty relevant to the position to be staffed, or a professional certification in computer science and knowledge of information management or an acceptable combination of knowledge and experience.
Experience:

  • Experience with information technology and information management systems and practices.
  • Experience in testing and evaluating software.
  • Experience in supporting and working with users.
  • Experience working in project teams, with project management principles and toolsets.
  • Experience in all phases of the systems development life -cycle.
Knowledge:

  • Basic knowledge of the two councils structure and activities.
  • Knowledge of policies, procedures, acts and regulations regarding the management of government information holdings.
  • Strong knowledge of computer networks, computer network operating systems, the Microsoft office suite, various document management software packages and web-based technologies. (HTML, .NET architecture, MS Windows, etc).
  • Knowledge of testing and evaluation procedures for computer programs and enhancements.
  • Knowledge of state-of-the-art technologies, emerging trends, and system development life-cycle methodologies, particularly relating to collaboration tools and technologies.
  • Knowledge of information processing operations and business analysis.
  • knowledge of project management and toolsets.

  • Ability to analyze complex situations, interpret client requirements effectively, address issues, apply information processing techniques, address issues, find solutions and assess their appropriateness to meet users` requirements.
  • Ability to communicate effectively, both orally and in writing, with diverse audiences individually and in groups.

Performs research and development on a broad range of communication technologies and other related technologies.
Identifies new scientific research opportunities, plans projects, undertakes scientific research activities independently or as a team member, in support of CRC/IC objectives and priorities in the area of optical communications devices.
